Objectives
SEMHIE Consortium objectives are to:
- Establish a sustainable, self-sufficient business model for the SEMHIE that aligns costs with benefits for the stakeholders
- Provide for secure, private, and efficient cross-institutional exchange of clinical and administrative healthcare data to:
- Enhance physicians' and other healthcare providers' ability to access and use electronic health information and decision support tools to facilitate appropriate care and improve patient safety
- Foster improvement in clinical and administrative healthcare processes through the sharing of healthcare data
- Build the foundation to provide future support for patient education, issues affecting personal health, and public health surveillance reporting
- Create a secure, ubiquitous, and interoperable health information technology infrastructure consistent with recognized international, state and federal standards/guidelines, where applicable, to:
- Implement a technology infrastructure that provides for proper security, authorization of users, and indexing of patient information from multiple sources
- Drive the adoption of policies and technical standards to facilitate data gathering, information sharing, and decision-making while protecting patient privacy
- Link to national and regional efforts through use of a common trust framework, business & operating rules, technical infrastructure, and governance models for federated identity management and interoperability
- Develop and maintain an environment of trust among stakeholders
